Brazoria County’s other distinguishing feature is what its residents own. The county economy runs on Gulf Coast petrochemical employment – the Freeport industrial complex is the largest chemical manufacturing site in the Western Hemisphere, and refining and chemical operations employ across Lake Jackson, Freeport, Alvin and the Old Ocean area, with Angleton holding the county seat and Pearland anchoring the county’s Houston-suburban north end. Why the Ranking Is Different in Texas
Take the same five sources – private funds, long-term care insurance, Medicaid, VA benefits, and a life insurance policy sale – and their relative value shifts dramatically with the size of the monthly bill.
Against New Jersey’s roughly $13,000 semi-private rate, a $2,350 VA benefit covers 18 percent and an old $100-a-day long-term care policy covers 23 percent. Against Brazoria County’s roughly $6,000, that same VA benefit covers 39 percent and the same long-term care policy covers 51 percent. A policy sale producing $50,000 buys four months in New Jersey and more than eight here.
The practical consequence: in this county, benefits that are merely supplemental elsewhere can be decisive, and stacking two or three of them can close the gap entirely. A veteran with a modest pension, Social Security, and Aid and Attendance may be within reach of covering a Brazoria County assisted living rate without touching savings – a scenario that is arithmetically impossible in most coastal states.

Three distinct systems. VA long-term care – community living centers, contracted community nursing home care, and home-based programs – has its own eligibility driven by service-connected disability rating and clinical need, and access is not automatic. Texas also operates state veterans homes, which can be a substantially lower-cost option for an eligible veteran; confirm locations and availability with the Texas Veterans Land Board. And the VA’s enhanced pension with Aid and Attendance is a needs-based monthly benefit for eligible wartime veterans and surviving spouses who require help with daily activities.
For 2025, a wartime veteran with Aid and Attendance was in the range of roughly $2,300 to $2,400 a month and a surviving spouse roughly $1,500 – verify current rates with the VA. The limits: it is needs-based with a net worth limit indexed annually, and since October 2018 the VA has applied a 36-month look-back to asset transfers with its own penalty structure, separate from and shorter than Medicaid’s 60-month look-back.
File through the Brazoria County veterans service office. Accredited county veteran service officers assist with these claims at no charge, and VA rules restrict who may charge for claim assistance. If someone is charging a fee tied to a VA benefit while also selling a financial product, stop and call the county office instead.
Long-Term Care Insurance, and the Group Certificate Confusion
If a long-term care policy exists it can cover half a Brazoria County bill, which makes finding it worth real effort. Petrochemical and refining employers sold group long-term care coverage through payroll deduction in the 1990s and 2000s, and many retirees do not remember enrolling.
Where to look: the benefits packet from retirement, old payroll deduction records, the former employer’s benefits administrator, and the union benefits office if the retiree was represented. Group long-term care programs were sometimes discontinued with existing certificates left in force at the insurer, so the employer may no longer administer a policy that still exists.
Once found, identify five things: the daily or monthly benefit amount, the elimination period, the benefit period or lifetime maximum, whether an inflation rider was purchased, and the benefit trigger definition. A 1999 certificate with a $100 daily benefit pays about $3,040 a month – which against a $6,000 local bill is genuinely substantial, unlike in a high-cost state. A 90-day elimination period means paying roughly $18,000 first at local rates. And the benefit trigger, typically requiring assistance with a defined number of activities of daily living or documented cognitive impairment, must be certified with a physician’s plan of care.
File early, keep a written log of every call, and if a claim is denied and you believe it is wrong, the Texas Department of Insurance handles consumer complaints against insurers. Private Funds, and How Long They Last at Local Rates
Private funds buy flexibility: a private-pay resident has more placement options than a Medicaid-pending applicant, which matters when a bed is being offered on a deadline.
Compute the runway: liquid assets divided by the monthly gap between the all-in cost and reliable net monthly income. Because local rates are low, the runways here are longer than families elsewhere experience. A Lake Jackson widow with $95,000 liquid and $2,400 a month of Social Security and a plant pension, facing a semi-private bed at $6,200, has a gap of $3,800 and a runway of about 25 months. The same $95,000 in Essex County, New Jersey would last about nine months.
Two honesty adjustments. Add the ancillary charges outside the base rate – incontinence supplies, nutritional supplements, therapy beyond the covered benefit, transport to appointments in Houston or Angleton, salon, cable, and any private companion – which routinely add $400 to $1,000 a month. And rerun the calculation at cost plus 5 percent compounding, because rates rise annually. Use the shorter answer.
One Texas-specific caution: the homestead. Brazoria County households frequently hold most of their net worth in a paid-off house, and Texas homestead protections are among the strongest in the country. Do not sell, gift or retitle it to fund care without advice, because a transfer inside the 60-month look-back can create a penalty period and because the Texas Medicaid Estate Recovery Program’s published exemptions turn on facts about who survives and who resides there.
Texas Medicaid STAR+PLUS: the Source That Lasts
Medicaid is the only source that continues indefinitely. Coverage comes through Texas Medicaid – STAR+PLUS, the state’s managed long-term services program, and the Medicaid nursing facility program. Eligibility is determined by the Texas Health and Human Services Commission, filed through the state benefits portal, by mail or fax, or at an HHSC benefits office. There is no Brazoria County Medicaid office that decides your case, and assuming otherwise is a common way families lose weeks.
Four limits. The countable-asset limit for a single applicant has long been $2,000 – verify the 2026 figure with HHSC. If the applicant’s income exceeds the institutional special income limit, $2,901 a month in 2025 with the 2026 figure to be verified, Texas generally requires a Qualified Income Trust, and a missed monthly deposit can cost that month’s eligibility. There is a 60-month look-back on transfers. And Texas operates the Medicaid Estate Recovery Program, applying to long-term care services received on or after March 1, 2005, with published exemptions and hardship waivers – confirm the current rules with HHSC rather than any summary.
The limit families feel most is placement: not every facility has an available Medicaid-certified bed and not every facility admits an applicant whose case is filed but undecided. Ask every building one question – do you accept Medicaid pending? The answer determines whether you have choices at discharge.
Life insurance enters through the face-value aggregation rule: when the total face value of all policies on one person exceeds the small burial threshold the state applies, the cash surrender value generally becomes countable, while term insurance with no cash value generally is not. A Policy Sale, and the Petrochemical Group-Life Problem
This is the source most Brazoria County families have and fewest understand, because the coverage they hold is usually the kind that cannot be sold.
Employer group life insurance is generally group term coverage with no cash value. It cannot be sold in group form, and it typically reduces sharply at retirement – many plans cut retiree coverage to a flat amount or a percentage of final pay. Group coverage usually carries a conversion privilege allowing an individual policy to be purchased when group coverage ends, but the window is short, commonly around 31 days after coverage terminates, and once it closes the right is generally gone. Some plans also offer portability, which continues term coverage rather than converting it – a different thing with different consequences.
There are important exceptions worth checking. Some employers offered group universal life or group variable universal life through payroll deduction; those products do have cash value and are often portable at retirement, and a portable group universal life certificate with substantial face value is a genuinely different asset. Some plans provided a paid-up retiree life benefit. And some group certificates contain assignment restrictions that limit transfer regardless of anything else – read the certificate, not the summary.
Where a permanent policy does exist, the leverage here is unusually strong because local costs are low. Federal research on the secondary market, including the Government Accountability Office study of life settlements (GAO-10-775), found sellers typically received roughly 10 to 35 percent of face value, and materially more than the same policies’ cash surrender value. On a $200,000 policy that is roughly $20,000 to $70,000 – five to eighteen additional months against a $3,800 monthly gap at local rates, plus the premium the household stops paying.
Where it does not work: face amounts under roughly $100,000 rarely attract offers; a small policy already inside Texas’s burial exclusion may be worth more left alone than converted into countable cash; a healthy insured in their sixties sees thin pricing because offers turn on life expectancy; a term policy past its conversion deadline generally has no market value; and where a surviving spouse needs the death benefit, keeping it usually wins. Alternatives that get skipped: a reduced paid-up election that ends the premium while keeping a smaller benefit, an accelerated death benefit or chronic-illness rider already in the contract, or an irrevocable funeral trust. He needs a semi-private bed at $6,300 all in. Order: file for VA enhanced pension with Aid and Attendance through the county veterans service office immediately, because a roughly $2,350 monthly benefit against a $3,370 gap changes everything and adjudication takes months. Use private funds meanwhile – about 17 months of runway. Start the HHSC conversation in month one. Leave the $25,000 group certificate alone: it is term coverage with no market value, it costs him nothing, and it will pay his family. Do not touch the house without advice.
The Pearland couple. Both 78, he is entering memory care at $5,800 while she stays home. $265,000 liquid, $5,100 a month combined income, a paid-off house, a group universal life certificate from his refinery career with $250,000 of face value that he took with him at retirement and has been paying for out of pocket, and a 2001 long-term care policy on him with a $120 daily benefit and a 90-day elimination period. Order: file the long-term care claim first – $3,650 a month against a $5,800 bill is transformative, after roughly $17,400 through the elimination period. Then evaluate the group universal life certificate, because at $250,000 of face value and an out-of-pocket premium it is a real asset with real carrying cost, and a settlement in the GAO’s observed range would be roughly $25,000 to $87,500. But note the community-spouse question: if his Social Security largely leaves the household at his death and she needs the death benefit to stay in the Pearland house, keeping it may be the better answer even though selling is permitted.
